Vice Chair: Marcus Reeder
Secretary: Matt Johnson

Last Meeting: Monday, July 11, 2022 at 7:00pm
Next Meeting: Monday, July 25, 2022 at 7:00pm

Meetings are held through Zoom: https://us02web.zoom.us/j/89854388733?pwd=bkF5aFIzKzBQbm5TL3R4TlpncFQzQT09

2022-2023 Action Plan: https://docs.google.com/document/d/1coIzJlRQicBCs7naWNZRMGy2-kW8J3xA/edit?usp=sharing&ouid=100421007467880575709&rtpof=true&sd=true

Committee Objectives Summary:
- Grow the committee to at least 10 members (currently 6) recruit more members to the Candidate Cmte from the areas of Tampa Bay, SWFL, Panhandle and Central Florida. (adding 2 to make 8)
- Next training is tentatively scheduled for week before Thanksgiving or first week of December in Broward. These are to organized quarterly (next is either Panhandle or South Florida)
--- We are immediately advising candidates or those interest to attend the YAL Liberty Candidate Academy on Sunday, August 7, 2022. Register here: YALIBERTY.ORG/LCA (http://YALIBERTY.ORG/LCA)
- Recruit at least 100 candidates for public office in Florida (we currently have confirmed 10 with 3 on August ballot; 4 on November ballot; 3 on March ballot); more are to be confirmed; and 3 have won election to Soil and Water Conservation Districts.
- Candidate Pipeline (list development): Take any interest from people to run for office and assign them to 3 paths (one at a time or concurrently): operation first step (join civic boards), run for something (less than 1 year), and parachute (at least 2 years out).

Continuing Actions:
- The complete list of 2022 LPF Candidates on the ballot will be compiled within the coming week.
--- The high profile candidates we have: Federal: Dennis Misigoy for US Senate; Frank Craft for US House; Joe Hannoush for US House; State: Hector Roos for Florida Governor.
--- Dennis "Mike" Simpson of Volusia, Brian Fleming of Brevard and Mike Solley won election without contest to their County Soil and Water Conservation District.
--- Steven Nekhaila is running for the Key West City Commission
--- Matthew Johnson is running for Deland City Council (Volusia)
--- Merceydes Morassi is running Broward County School Board

- The immediate focus of the Vote LPF project had been focused on SMS and drawing leads from registered LPF voters from across the state to run for office or support candidates. We are working with the active affiliates, region representatives and the ASC committee to reach out to the leads generated (estimated 800 leads).

- Governor signed SB 1078 that establishes draconian qualification requirements for the Soil and Water board elected supervisors. The bill was signed on Thursday disqualifying already qualified for the August ballot and moving the election to November. Without notice, candidates were expected to enter their qualifying documents again within the 3 hours of qualifying on Friday. We are exploring legal options to seek redress.

- We continue to develop Vote LPF as a repository of candidate support and recruitment funnel beyond the 2022 election cycles.

- We are already recruiting candidates for the remaining 2022 municipal races and the 2023 regional and municipal races.

- Adam Whitworth has created a test text messaging service for us that we can use for member outreach and even for public polling or electioneering. This is in testing phase now.

- Question about renewing OPERATION FIRST STEP AFFILIATE INCENTIVE PROGRAM motion.

- Reimbursement request was entered to the treasurer for $64.44 under Motion No. 750 for Twilio and Cloudy services through May. Expenses for July have been compiled yet.

- Reimbursement request for Candidate Training Sponsorship seats: $120 for 3 scholarship tickets for $40 each (Thanks to Charlene Coulliard for sponsoring $100 toward this).

- Resolution passed to be presented to LPF EC in support of Vice-Chair Hlavka's Motion to Amend Standing Rules:

Whereas, the LPF Candidates Committee affirms that the LPF and its committees have an obligation to support candidates who are registered to vote as LPF under the LPF rules no matter where they are running for in the state; and

Whereas, only a formal endorsement by the LPF is restricted to statewide candidates while all other forms of support are allowed under the rules for all candidates; and

Therefore, this prohibition on endorsements creates ambiguity about the role of the LPF and its committees in supporting candidates which should be resolved with the removal of the endorsement prohibition.

Resolved, That the LPF Candidates Committee does move this resolution to be presented before the upcoming LPF Executive Committee meeting and supports Vice-Chair Joshua Hlavka’s proposed change to the Standing Rules to allow the LPF and its committees to “formally to endorse candidates in the state of Florida who are on the ballot for federal, state, or local political office” in order to resolve the ambiguity in the rules.

- Motion to Reimbursement Hector Roos for $120 paid for sponsoring 3 seats to June 25, 2022 campaign training.

Mover LPF Candidates Committee

The LPF Candidates Committee moves to request the LPF Executive Committee authorize the reimbursement of $120 to Hector Roos towards the sponsorship of 3 seats to the June 25, 2022 campaign training. A contribution to the LPF for $100 from Charlene Coulliard was made to offset the expense.

Discussion: The campaign training was organized by LPF Candidates in Jacksonville particularly to provide additional training for the  3 active LPF campaigns in the area. Sponsorships were considered in order to allow campaign volunteers to participate as a benefit for them. Sponsoring volunteers to these training should be a practice adopted as a matter of budgeting for these events.
