Rules Committee - November 20, 2022
LPF Rules Committee held our regular meeting on October 26, 2022. We canceled our working meeting scheduled for November 9 due to Hurricane Nicole.
We reviewed and approved the following constitutional amendment motions recommitted to us from the 2022 Annual Business Meeting without modification to be included in the 2023 Rules Report:
2022-ABM-C01: Clarify Membership Rules in Article II
2022-ABM-C02: Notice Requirement in Article III
2022-ABM-C04: Election and Duties Deputy Secretary and Treasurer in Article III
2022-ABM-C05: Federal Campaign Finance Consultation in Article IV
2022-ABM-C07: Remove Stray “Among” from Article VIII
We reviewed and approved the following bylaws amendment motions recommitted to us from the 2022 Annual Business Meeting without modification to be included in the 2023 Rules Report:
2022-ABM-B02: Make Committee Terms Indefinite in Article III
2022-ABM-B04: Remove Special Conditions on Affiliate Support Committee in Article III
We determined that 2022-ABM-C03 no longer applies as 2021-ABM-C06 already had the same net effect. The remaining recommitted motions 2022-ABM-C06 and 2022-ABM-B01 deal with disaffiliation, reaffiliation, and consequences thereof which we plan to review and study carefully. 2022-ABM-B05 deals with LNC and LPF conventions, which we plan to review as well.
Planned Activities
Complete sample county affiliate constitution and bylaws to return to Affiliate Support
Complete and vote on remaining recommitted 2022 Rules motions
Continue review of Standing Rules to identify sections to strike as unnecessary
Respond to outstanding LP Broward inquiry
Respond to any new inquiries from EC, affiliates, and other committees
Work on setting up Basecamp and provisioning all Rules documents there
Initiate work on new constitution and bylaws proposals
Schedule
Regular Meetings will occur on fourth Wednesday at 5:30pm on Discord
Note: Due to Thanksgiving, our next meeting will be on November 30 instead
Working Meetings will occur on second Wednesday at 5:30pm on Discord
Committee will operate continuously on Discord in between meetings
✓ September 14 - initiate work on rules report
January 25 - freeze scope of rules report; no new motions after this point
February 22 - approve draft Rules Report for public notice
March 20 - incorporate public comment, final public notice hard deadline
