Rules Committee - June 18, 2023
LPF Rules Committee conducted its regular meeting on May 24, 2023.
Attendance: Greg Peele (Chair), Philippe Cadorette (Vice-Chair), John Thompson (Secretary), Ed Appler (ex-officio), Tim Crosby (ex-officio)
Actions Taken
- Approved reconciliation of 2023 LPF Constitution, Bylaws, and Standing Rules
- Coordinated with Communications Committee to publish reconciled documents to LPF public and functioning website
- Reviewed LP National membership sharing agreement and determined with minor wording changes it should be fine from a statutory and bylaws perspective
- Primary suggestion is to direct LP National to aggregate contributions monthly or quarterly and not report itemization of individual contributors to the LPF
- Contributions received by such an agreement would be subject to federal regulation (since funds go to LP National) and would be usable in the LPF federal account for federal elections in addition to state and local elections
- Reviewed draft LPF Communications IT Policy Manual and provided suggestions for improvement to Communications Committee, found no statutory or bylaws issues
- Completed initial review of Standing Rules to propose a full rewrite
- Identified 39 sections to remove due to being unnecessary or out of order
- Identified 19 sections to retain with reorganization, review, and cleanup
- Identified 8 sections that should probably be moved into Constitution or Bylaws due to covering nominations, appointments, elections, or committee powers
Planned Activities
- Complete provisioning all Rules documents in BaseCamp
- Review effects of recently enacted SB 7050 that amended elections in many ways
- Coordinate with LPF Affiliate Support to send affiliates information on the impact of Constitution and Bylaws changes to their affiliation requirements
- Complete proposed rewrite of Standing Rules
- Initiate non-substantive wordsmithing cleanup of Bylaws to propose to EC
- Respond to any new inquiries from EC, affiliates, and other committees
Schedule
- Regular Meetings will occur on fourth Wednesday at 6:30 pm on Discord
- Committee will operate continuously on Discord in between meetings
- Special meetings and workshops will be scheduled as necessary
