Rules Committee - July 16, 2023

LPF Rules Committee conducted its regular meeting on June 27, 2023.

Attendance: Greg Peele (Chair), Philippe Cadorette (Vice-Chair), John Thompson (Secretary), Ed Appler (ex-officio)

Actions Taken
  • Completed review of LP National membership sharing agreement and submitted suggestion to Executive Committee
  • Reorganized proposed rewrite of Standing Rules into 8 articles to improve document flow, initiated wordsmithing updates to sections retained in proposal
  • Conducted review of SB 7050 that amended elections
  • Primary SB 7050 impact is on Third Party Voter Registration Organizations (3PVROs)
    • Substantially shortened timelines and increased late/missing registration fines
    • Added penalties for using non-citizens (challenged in court) and those convicted of election crimes to collect voter registrations
    • Outlawed using information collected from voter registrations (challenged in court due to being too vague to enforce)
    • 3PVRO registrations now expire each general election, so the LPF and county affiliate registrations will expire in November 2024 if no other action taken
  • Primary impact of SB 7050 on LPF and its candidates is limited
    • Presidential electors now must be submitted with voter ID and contact info
    • Candidates now report finances on same quarterly schedule as parties except close to election dates
    • Clarified that a party text banking for a statewide candidate is not considered a contribution to that candidate (existing law already did this for phone banking)
    • And of course, “resign to run” no longer applies to running for U.S. President
  • Created working copy of LPF Bylaws to start making wordsmithing edits

Planned Activities
  • Complete provisioning all Rules documents in BaseCamp
  • Coordinate with LPF Affiliate Support to send affiliates information on the impact of Constitution and Bylaws changes to their affiliation requirements
  • Complete proposed rewrite of Standing Rules
  • Continue wordsmithing cleanup of Bylaws to propose to EC
  • Respond to any new inquiries from EC, affiliates, and other committees

Schedule
  • Regular Meetings will occur on fourth Wednesday at 6:30 pm on Discord
  • Committee will operate continuously on Discord in between meetings
  • Special meetings and workshops will be scheduled as necessary
