Rules Committee - January 22, 2023
LPF Rules Committee was unable to meet over the holidays due to member schedules. We did continue work offline and via Discord communication.
We continued review of 2022-ABM-C06, 2022-ABM-B01, and 2022-ABM-B05. We anticipate proposing substitute motions for 2022-ABM-C06 and 2022-ABM-B01 and minor amendments to 2022-ABM-B05 pending further review by the committee.
We’ve completed the draft sample county affiliate bylaws implementing more detailed county policy and procedure to fulfill the sample constitution requirements. The draft sample county affiliate bylaws will go out for LPF member comment pending final internal review by the Rules Committee, then will be considered for formal adoption.
We continued review of the Standing Rules and prepared motions to rescind Article V Sections 4, 5, and 7 to be considered at our January 25 meeting.
We responded to an informal email inquiry from LP Palm Beach courtesy of Region 13 regarding whether a governing document amendment regarding officer qualifications was in order. We confirmed it was, and offered guidance on potential considerations.
Planned Activities
Complete sample county affiliate bylaws to return to Affiliate Support
Complete and vote on remaining recommitted 2022 Rules motions
Continue review of Standing Rules to identify sections to strike as unnecessary
Respond to outstanding LP Broward inquiry
Respond to any new inquiries from EC, affiliates, and other committees
Work on setting up Basecamp and provisioning all Rules documents there
Initiate work on new constitution and bylaws proposals
Schedule
Regular Meetings will occur on fourth Wednesday at 5:30pm on Discord
Working Meetings will occur on weekly every Wednesday at 5:30pm on Discord
Committee will operate continuously on Discord in between meetings
✓ September 14 - initiate work on rules report
January 25 - freeze scope of rules report; no new motions after this point
February 22 - approve draft Rules Report for public notice
March 20 - incorporate public comment, final public notice hard deadline
