Rules Committee - March 19, 2023
LPF Rules Committee met weekly on February 22, March 1, March 8, and March 15.
During this time, we revised several previously adopted Constitution and Bylaws amendment proposals based on public feedback and completed the proposals for 2023-ABM-C01 and 2023-ABM-B02 to act as substitutes from the final two recommitted motions.
We adopted the final 2023 Rules Report with 14 constitution and bylaws amendments proposed (9 recommitted from 2022, 2 new substitutes for recommitted motions, 3 entirely new). The report has been submitted to the Executive Committee, the Convention Committee, and the Communications Committee for publication on the LPF’s public and functioning website to meet the 30 day public notice requirement.
We conducted an informal reconciliation of the LPF Standing Rules based on the amendments passed at the previous LPF Executive Committee. We confirmed a finding from Secretary Appler that the existing Standing Rules were missing a section covering timely submission of motions for EC meetings that had been adopted as Motion 558 in 2018, but somehow had been lost in transcription by January 2022. The reconciled Standing Rules are now ready for publication.
We informally reviewed a motion from Director Roos (now filed as Motion 805) to amend the Standing Rules regarding candidate membership and how it relates to FS 99. We did not find any conflicts with existing LPF governing documents and did not find any obvious liability to the party, so we believe this is purely a policy decision for the Executive Committee to decide.

Continue review of Standing Rules to identify sections to strike as unnecessary
Respond to any new inquiries from EC, affiliates, and other committees
Work on setting up Basecamp and provisioning all Rules documents there
Publish ABM special rules of order

Regular Meetings will occur on fourth Wednesday at 5:30pm on Discord
Working Meetings will occur on weekly every Wednesday at 5:30pm on Discord
Committee will operate continuously on Discord in between meetings

✓ January 25 - freeze scope of rules report; no new motions after this point
✓ February 22 - approve draft Rules Report for public notice
✓ March 20 - incorporate public comment, final public notice hard deadline
March 22 - Adopt ABM Special Rules of Order
April 20 - Migrate docs to Basecamp or other LPF-provided resource
